Explanation of the request: The City of Turlock’s Golden State Sewer extension project focuses on an 18-inch diameter sewer main line that is approximately 2,450 feet north of Taylor Road, a major road in Turlock. The extension will provide out of boundary utility services to adjacent properties that are considered to be an unserved county area, currently on wells and septic tanks. Additionally, this project will bolster economic growth in the City and County by allowing for more frequent and more reliable use sewage services.

Project Name: Howard Road Storm Drain Pipeline

Explanation of the request: These funds would be used to install approximately 10,600 linear feet of permanent underground storm drain pipelines, associated manholes, and storm water inlets/outlets. These pipelines are to be installed along Howard Avenue, Granada Avenue, and West Almond Avenue die to chronic flooding in the area.

Project Name: Pecan Avenue Sewer Trunk Main

Explanation of the request: This project seeks to rehabilitate and replace up to 1.7 miles of sewer trunk main in Pecan Avenue from Grenada Drive to SR-99. The Pecan Avenue sewer main carries 40% of the sewer between the entire city of Madera as well as surrounding County service areas, Parkwood and Parksdale, and Madera Community College to the wastewater treatment plant. Proactive rehabilitation of this pipeline will come at a much lower cost as well as, preserve the integrity, health and welfare of the City’s residents.

Project Name: Positive Drainage Ditch

Explanation of the request: The City of Turlock’s Positive Drainage Project would involve the replacement and upsizing of over 1,120 feet of pipe in the city to create a positive drainage system. This would increase flood capacity and alleviate serious concerns in the city. The funds allocated through this request would go directly towards construction of the project.

Project Name: Parksdale Community Road Rehabilitation

Explanation of the request: The funding would be used for engineering and rehabilitation construction costs for the Parksdale Community Road Rehabilitation project. The streets within the community desperately need reconstruction and repair to help address safety concerns and access.

Project Name: Mendota Pavement Project

Explanation of the request: The project will include pavement rehabilitation including crack and slurry sealing and/or overlays of approximately 20 miles of local streets within the city. Striping of the newly paved streets will provide road-diets with reduced width travel lanes and bike lanes, where appropriate. The project would also include reconstruction of some failed local streets, improvements to curb ramps, and gap closures in sidewalks.

Explanation of the Request: The 9-1-1 Call Center Project will help the City of Modesto secure technology and software for the 9-1-1 Call Center and advance emerging technologies that will improve public safety, enhance crime prevention, and help the City do a better job of assisting vulnerable residents in times of need.  The City of Modesto currently shares a 9-1-1 Call Center with Stanislaus County.  Population growth, unique service offerings, and the changing emergency dispatch needs of residents have prompted the creation of dedicated dispatch services specifically for the residents of Modesto that has created the need for the 9-1-1 Call Center Project.

Project Name: Stanislaus County Sheriff Regional Training Center Range
Intended Recipient: Stanislaus County

Explanation of the Request: This project will design and construct an indoor or outdoor firearm’s shooting range-training facility for the Stanislaus County Sheriff’s Regional Training Center. This facility will be designed to accommodate handgun, shotgun and preferably long-rifle training courses for law enforcement officers. The facility will be comprised of two distinct areas:  a firearm range portion and administrative staff spaces.  The range will be located at the current Regional Training Center campus in Stanislaus County but hosts courses for 52 law enforcement agencies among six surrounding counties in the Central Valley and Sierra Foothills.

Project Name: Buchanan Dam/Eastman Lake Enlargement

Explanation of the request: The Project including the raise, increase and reoperation of the United States Army Corps of Engineers (ACOE) Eastman Lake/Buchanan Dam contains three elements aimed at creation of a regional water supply, increased capacity in the existing Eastman Lake, improved recharge potential through the Chowchilla River, improved recreation access via trails for residents in the project area, and overall creation of more resilient water conditions for the residents in the disadvantaged communities in Merced and Madera Counties. With the changing climate and California’s Sustainable Groundwater Management Act (SGMA), there is a need to make maximum beneficial use of all available flood waters, when available, and the most efficient way to achieve this is to capture the water in existing reservoirs/basins and store for future use. The project will serve as a conservation storage for short-term storage of available surface waters up to 50,000 acre-feet, and will be used for downstream beneficial uses, including direct and indirect recharge, within the critically over-drafted groundwater basin Project Summary: Increase Eastman Lake’s capacity by 50 thousand acre-feet (TAF), from 150 TAF to 200 TAF. 8,750 AF additional surface water deliveries on average available for growers to reduce reliance on groundwater, increase FloodMAR, enhance drinking water supply, create additional opportunities for recreation, and enhance environmental use.

Project Name: Lower San Joaquin River Feasibility Study

Explanation of the request: SJAFCA, along with the State of California, are the non-federal sponsors of the Lower San Joaquin River Feasibility Study (LSJRFS). The Army Corps of Engineers (Corps) is the federal sponsor. Federal funding is needed to advance this Congressionally authorized flood control study as enhanced flood protection measures are needed to protect 50,000 people and critical infrastructure in California's Central Valley from the risk of flooding. A 2021 life risk safety assessment performed by the Corps concluded that there would be significant loss of life in the area of this follow-on study due to a flood if no project is built to protect the community. Additionally, technical studies completed by the State of California concluded that the San Joaquin watershed is at high risk of significantly larger and more frequent flood flows due to climate change. The LSJRFS is scoped to explore both regional flood risk management and ecosystem restoration opportunities to further reduce flood risk within the study area and improve overall flood system resilience to climate change.

Project Name: Del Puerto Canyon Reservoir

Explanation of the request: The project build is founded on partnership building with two public entities working together. The Del Puerto Water District (DPWD), based in Patterson, provides water to 45,000 acres of farmland adjacent to the Delta-Mendota Canal. The San Joaquin River Exchange Contractors Water Authority (Exchange Contractors) consists of four water agencies — Central California Irrigation District, San Luis Canal Company, Firebaugh Canal Water District, and the Columbia Canal Company. They collectively serve 240,000 acres of farmland west of the San Joaquin River, from near Patterson in the north to Mendota in the south.

Explanation of the request: The San Joaquin River Flood Control System has been impacted by subsidence originating in the El Nido/Red Top Area located in Merced and Madera Counties. The subsidence has reduced flood flow capacities of the system while increasing flood risks for adjacent lands and facilities. In addition, the Los Banos Creek area suffers from multiple hazards of flooding, drought, and land subsidence which compound each other and ultimately increase the risk of damage to infrastructure.
